The Malabar Tenancy Act of 1929 was a landmark piece of legislation in the Madras Presidency. It was designed to address centuries of agrarian conflict between Janmis (lanlords) and various classes of tenants (Kanamdars, Kuzhikanamdars, and Verumpattamdars). T. Govindan Nair’s commentary is historically significant because it was published immediately after the Act came into force. At the time, the law was considered a major depature from previous “judge-made law,” which many viewed as inconsistent. His analytical approach sought to reconcile the new statutory provisions with the traditional complex land-holding systems of Malabar region.
