Through this post, we are releasing the digital scan of Census Of Travancore-Code Of Procedure-Part-01-Enumeration published in the year 1921.

The “Code of Procedure” for the 1921 Travancore Census, an internal manual issued under Census Commissioner Murari S. Krishnamurthi Ayyar. Part I: Enumeration, covering administrative divisions (Charges, Circles, Blocks), house numbering with tar or ochre paint, preliminary house visits in February, and final synchronous counting on census night (7 PM–midnight), including updates for births, deaths, or migrations.It included caste/race (e.g., Nairs, Ezhavas, Syrian Christians), religion sects, and literacy (ability to write/read a letter). In historical context, the census captured Travancore’s population growth despite the 1918 Spanish Flu, amid Kerala’s social reforms and high literacy rates (especially among women), making caste and literacy instructions politically sensitive.
