These unified rules came into effect on November 1, 1959, by consolidating the various service regulations that existed in the different administrative regions of Travancore, Cochin, and Madras at the time of Kerala&#8217;s formation in 1956. Issued by the Governor under the powers conferred by Article 309 of the Constitution of India, these rules govern every stage of a state civil servant&#8217;s career, from appointment to retirement.<\/p>\n<p>The code is primarily divided into three parts: Part I deals with pay fixation, leave benefits, and joining time; Part II covers rules regarding Travelling Allowance (TA) for official journeys; and Part III pertains to pensionary benefits. Along with ensuring rightful pay and promotions for employees, the book also clearly outlines the disciplinary procedures to be followed during the service period. The &#8220;Government Decisions&#8221; and &#8220;Rulings&#8221; provided under each rule help in resolving complex administrative issues.
