1940 – Report Of The Malabar Tenancy Committee Volume-1<\/strong><\/p>\n

Malabar Tenancy Committee report was a comprehensive Government report, first published in 1940, focusing on landlord-tenant relations and land tenure issues in the Malabar region during British rule. It was prepared under the leadership of Kuttikrishna Menon and other key members to investigate tenancy problems and propose legislative reforms.The report was a response to growing discontent among tenants and criticism of earlier legislation, such as the Malabar Compensation for Tenants\u2019 Improvement Act of 1887, which was deemed inadequate and favored landlords over tenants. The committee analyzed existing land tenures, assessed the impact of colonial policies, and collected evidence from stakeholders across Malabar.The report documented widespread tenant insecurity, frequent evictions, and inequitable sharing of agricultural improvement benefits, highlighting the limitations of previous laws. It recommended more secure tenancy rights, fair compensation procedures, and the need for comprehensive legislation to address tenant exploitation and improve agrarian relations.The committee\u2019s findings and proposals influenced subsequent reforms, such as the Malabar Tenancy Act of 1930 and later land reforms in Kerala.<\/p>\n
